Controlling Costs:

bulletPromote "Surgery Centers" that can help keep costs down for medical procedures
bulletPrevent Doctors with patients from owning all or part of a Testing Facility where they send their patients for testing (creates opportunity for Doctor to order multiple tests and get a kickback for each one they order)
bulletLimit settlements when accidents happen to reasonable costs & penalties (bring down cost of insurance for everyone)

Improving Care:

bulletPromote expansion of Small Medical Care Facilities using technology and relying on "Specialists" off site; to keep their costs down and improving services
bulletDevelop a "tiered" system of coverage, by which every resident is assured of catastrophic Health Care Coverage  (Article was recently posted by Bob Milne in February 22nd Flint Journal [p. A6]; also promoting this concept; which has been well received by 2 Presidential Candidates)
bulletEncourage and Promote new MRI Diagnostic Method for mammograms that is proving to find cancer that has gone undetected previously (some tumors have been found at such an early stage, it would have been possibly 5 years before they would have shown in a mammogram; and at present stage could be completely removed by a needle; sparing patient surgery and possibly other treatments)
bulletPromote use of robotics to care of mundane tasks in clinics, hospitals so the trained staff can focus on patient care

Making It Accessible:

bulletPromote expansion of Urgent Cares in rural areas
bulletStandardize Health Care Coverage (Tier System) so patients and Doctors know quickly what is covered
bulletCreate system where people can use any doctor or facility of their choice without penalty 
bulletEncourage assistance with EMS costs to our townships
